Open Call: International Competition of Conceptual Design for Weiyuan Island Forest Park, Dongguan Binhaiwan Bay Area

1. Project Overview

Located on the east bank of the Pearl River Estuary, Dongguan Binhaiwan Bay Area connects with the Airport Town and Qianhai Free Trade Zone of Shenzhen in the east, faces Nansha of Guangzhou across the river in the west, borders Shiziyang in the south, neighbors Hong Kong and Macao, and bridges Huizhou and Shenzhen, which makes it the geometric center of the Guangdong-Hong Kong-Macao Greater Bay Area. It's also a rare area with lands that are well connected and to be developed in the east ring of the Pearl River Estuary. It covers a planning area of about 84.1km2, and is composed of Jiaoyi Bay, Shajiao Peninsula and Weiyuan Island. In February 2019, the CPC Central Committee and the State Council issued the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, according to which, Binhaiwan has been listed as a characteristic cooperation platform in the Guangdong-Hong Kong-Macao Greater Bay Area. In June 2019, theOverall Development Plan of Dongguan Binhaiwan Bay Area (2019-2035) was officially issued by Guangdong Provincial Development and Reform Commission with approval from the People's Government of Guangdong Province as its first provincial development planning for new districts, which marks that Binhaiwan has been promoted to a major provincial development platform.

The development of Dongguan is in an important period of strategic opportunities, ushering in an important historical opportunity posed by the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, the building of Shenzhen into the pilot demonstration area of socialism with Chinese characteristics and the construction of the innovation experimental zone for supply-side structural reform of the manufacturing industry of Guangdong Province. At the same time, Binhaiwan Bay Area is a starting place for China’s modern history as well as a pioneering place for reform and opening up. Therefore, it has very advantageous humanistic, historical and industrial bases.

Located in the middle of Weiyuan Island, Binhaiwan Bay Area, Weiyuan Island Forest Park functions as the bridgehead of Humen Bridge at the east bank of the Pearl River.With thePearl River Estuary in the west, it faces Mingzhu Bay in Nansha of Guangzhou across the river, and in the east, faces Humen Town across Taiping Waterway. It is about 7km away from HumenHigh-speed Railway Station and 30km from Dongguan downtown and Shenzhen Bao'an International Airport, which takes about 15 and 30 minutes around, respectively. Speaking of regional ecological pattern, Weiyuan Island Forest Park is known as an important node of the regional ecological corridor in Dongguan City, and one of the three ecological green centers in BinhaiwanBay Area, constituting the ecological barrier at the Pearl River Estuary together with NanshaHuangshanlu Forest Park and ShajiaoDasong Mountain-Buyu Mountain.

Weiyuan Forts, one of the ancient battlefield sites of the Opium War and also one of the most complete and large-scale ancient forts preserved in China, haveprofound historical and cultural value.

This International Competition of Conceptual Design for Weiyuan Island Forest Park, Dongguan Binhaiwan Bay Area is organized to solicit forward-looking, innovative and feasible design schemes, with an aim to realize the ecological concept of “Lucid waters and lush mountains are invaluable assets”, improve the ecological pattern and network in the Bay Area and its ecological environment, fully leverage the advantages in humanistic landscapes, coastlines, and ecological resources, and build a quality, ecological, featured forest park at international level.

2. Competition Scope

Study scope: the whole Weiyuan Island (which can be properly expanded to surrounding related areas, such as Lin Zexu’s Opium Combustion Pool at Humen and Shajiao Fort, etc.) with an area of about 19.6km2.

Design scope: an area of about 753 ha., from Jiumenzhai Community and Wushansha Community in the east to Island Ring Road in the west, and from Nanmian Community and the Outer Ring Road in the south to Beimian Community in the north, in which, there are the mountains on Weiyuan Island, the historical and cultural protection unit of Weiyuan Fort, Xiangshan Reservoir, Haokeng Mountain Reservoir, Liaoqian Reservoir, the premises of the maritime salvage team, and Humen Power Plant, etc.

3. Competition Contents

The design contents mainly includethe overall design of Weiyuan Island Forest Park, key sections design, hiking trails design, viewing platform design, landscape bridge design, and design for small-scale landscape supporting facilities and VI system, etc. For details, please refer to the Design Brief ofthe International Competition of Conceptual Design for Weiyuan Island Forest Park, Dongguan Binhaiwan Bay Area.

4. Basic Rule

This International Competition will be divided into three stages, namely, "Pre-qualification", "Design Competition" and "Follow-up Design Detailing".At the stage of pre-qualification, four (4) design firms will be selected to issue the Invitation to Draft the Design Scheme according to the registration documents (including commercial documents and concept proposal) submitted by applicants (at the same time, two [2] alternatives will be selected; in case any invited firm quits, they can take its place in order). At the stage of design competition, four (4) invited firms will submit their deliverables, and after the experts' review, their rankings will be finalized. At the stage of follow-up design detailing, the first-prize winner shall integrate and optimize these deliverables at the competition stage into a formal design scheme according to the experts' review comments and the Organizer’s requirement (the detailed concept design shall reach the depth of schematic design).

2 months before the submission deadline of deliverables, those registered design firms that have met the registration requirements but haven’t received the Invitation can submit the Confirmation Letter of Participationto the organizers to confirm their participation in the design competition. If their schemes meet the requirements set in the design brief, they can take part in the review. Except for the design compensation, they will enjoy equal opportunity to win the bonus and get the design commission as the rest invited firms.

December 6, 2019-January 6, 2020: Registration

Before 17:00, January 6, 2020: Submission deadline for of electronic registration documents (commercial documents)

Before 17:00, January 7, 2020: Submission deadline of hardcopies of registration documents (commercial documents and conceptual proposal), as well as the electronic concept proposal

January 10, 2020: Pre-qualification on the registration documents submitted by design firms and the selection of 4 firms to issue the design invitation

January 10, 2020: Announcement of the pre-qualification result and issuance of the Invitation to Draft the Design Scheme

January 17, 2020: Site visit and Q&A

Before 17:00, April 9, 2020: Submission of deliverables(Provisional)

April 10-11,2020: Scheme review meeting(Provisional)

April 13,2020: Issuance of the final competition result (Provisional)

6. Eligibility

Design firms at home and abroad can sign up for this International Competition, subject to no restrictions on qualifications. Design firms with experience in urban design and landscape design of forest parks and waterfront (coastal) projects are welcome to take part in the International Competition individually or jointly.

Designers participating in the International Competition shall be the personnel on the payroll of the design firm.The chief designer must be a person who has taken charge of many similar design projects, and must directly participate in the whole competition process; at least one personnel with proficient Chinese language skills shall be included in order to make sure the project team of foreign design firms has a correct understanding of the background of China and relevant requirements.

The International Competition is open to design firms and consortiums meeting the above requirements (consortium shall consist of no more than three [3] members), and registration by individuals is not accepted.

7. Fees

7.1 Design Compensation

For the four (4) invited design firms who have passed the pre-qualification and whose submittals have been evaluated as qualified, each can receive the design compensation of RMB Eight Hundred Thousand Yuan (¥800,000).

7.2 Bonus

After the final review result of this International Competition is publicized, the invited firms, whose submittals have been evaluated as qualified, can obtain relevant bonus (including the detailing design fees) according to the final ranking, specifically as follows:

First place: the first-prize winner will receive a bonus (including the detailing design fees) of RMB Three Million Yuan (¥3,000,000);

Second place: the second-prize winner will receive a bonus of RMB Eight Hundred Thousand Yuan (¥800,000).

The first-prize winner shall fully take use of the strengths of the other schemes and carry out integration and deepened adjustment in combination with the experts' review comments and the Organizer’s requirements, so as to form a formal scheme. Furthermore, he shall organize at least two (2) workshops, while the second-prize winner shall arrange its key designers to attend the foresaid workshops twice and the third and fourth prize winners shall attend for one time. The Organizer won't pay any additional fees for these workshops. If the first-prize winner gives up the integration and detailing task, it can’t get any bonus, in which case the integration and detailing task will be taken over by other design firms in order of ranking.
